The City of Norfolk and Norfolk Arts invite artists to submit proposals for original banner flag designs in recognition of Juneteenth and/or the country’s semi-quincentennial. This call seeks creative work that honors the enduring pursuit of freedom, the contributions of Black Americans and the evolving story of Norfolk and the nation. Selected designs will be printed as full-size vertical banner flags (20’ x 4’) and displayed on City-owned flagpoles throughout Norfolk from late spring through early fall 2026.
Ten (10) artists will be selected. The Department of Communications & Marketing will cover the production costs. Each artist will receive a $500 honorarium.
This opportunity is open to artists of all backgrounds over 18 years of age working in any medium, as long as the final design can be translated into a digital file suitable for printing on a vertical banner.
Artists are encouraged to explore:
• Juneteenth as a celebration of liberation, resilience and cultural legacy
• The 250th anniversary of the founding of the United States of America, prompting reflection on history, progress and the future
Stories often overlooked, reclaimed narratives, and visions of justice, unity and possibility
Proposals should include:
• A brief artist statement describing your initial concept for the flag and how it responds to the theme. This is not a final design, but an overview of your approach.
• A short biography/resume.
• Samples of previous work, up to 4 JPEG images of previous work (72-300 ppi, max 5MB each). JPEG only – no GIF, TIFF, or other formats.
• Image List includes title, date, size, medium and a short description for each portfolio image.
